The Offical Letter Sent out to the members by Dr. Somaiah , our President - 2006.
Dear Residents,
As you are aware sewage is one of the biggest infrastructure issue bothering us. The overflow of sewage water in the second main inspite repeated emptying of soak pits (spent more than 1.5 lacs within 6 months) brought us to point where we have no option but to have a Sweage Treatment Plant (STP) at the earliest. Going forward once our Layout becomes part of CMC/Greater Bangalore the STP is going to be enforced by law on us. Hence the Association during the Residents' Meet held on 26th Nov has decided to go for a STP for the layout.
The Technical Committee (Prakash, Tharun, Suresh Menon & Murali) were assigned the task of evaluating various technologies. The following table summarizes the findings:

From the above, the technical committee recommends option 3 as it seems to be more feasible for Laughing Waters for following reasons:
• No Recurring Cost
• Maintenance Free as No Moving Parts
• Decentralized – Can be taken up in phases, Easy to Manage, No additional pumping and piping is required
The Association was formed 3 years back with about 17 members and no funds in hand. From there today we have 164 plots owners membership. The cost of this initiative has to be mobilized internally with contribution from each and every plot owner/resident. The contribution from each has been worked out as follows:
40 lacs/160 = 25000 per plot owner/resident.
It may also be noted that incase of multi dwelling units (apartments, rented portions) each family has to contribute separately.
The task of fund collection has been entrusted to a sub-committee consisting of Preetha Menon, Vinod Shetty, Priyesh Modi, Uday Kumar and Shuba Girish. This committee will contact each of you in this regard. We request each and every one of you to pitch in timely with contributions so that we can complete the task of having STPs for the entire layout in the next 6-9 months and kill this problem permanently.
Let us restate here that this basic infrastructure is being put up afresh. We are left in no doubt that the current inadequate facility provided by the original developers will only lead the sewage water into each of our houses in no time.
To make sure the payments are spaced out the residents are given two options. To stagger the payments in two installments. The first payment before end 31st January of Rs. 15000/- and the balance 10,000/- before 28th February.
The members can also make the payment in full to any of the representatives named above. The receipt will be sent across in 10 days time.
Let us also reiterate that in case of non payment (even a part non payment) no connection to the renewed sewage system will be given to the households as the investment is being made by the contribution of the members and the members making payment cannot subsidize for defaulters.
Trust as proud owners of property in Laughing Waters – each one of us realize this needs to be tackled on a priority basis and contribute to a better living for ourselves at Laughing Waters.
